I know the WOP definition from my grandfather, who came to this country by boat. When the immigrants got to Ellis Island, they were labelled WOPS (without papers) if they had no documentaion to prove their identies, place of origins, etc. and where placed in holding until they passed physical tests, received inoculations, etc.
